Bug Description

The library successully decodes feedback-only packet (see [1] for an example) but reports failure because it does not handle well the fact that there is no additional ROHC data.

Stop decompression if there no more data after parsing feedbacks.

Branch 1.2.x is not affected by the bug. It was probably added in the 1.3.x branch and in the trunk during some refactoring.

Confirmed on branch 1.3.x. Same problem as trunk.
