ROHC library does not build on BSD systems

It would be great if the library could be built (with tests running fine) on BSD systems.

Support added on trunk. To avoid a nightmare of headers/structs/types checks in the configure script, the IPv4/IPv6/UDP headers were defined inside the library. It makes Windows support cleaner too.
