tried to install perl5 from source, but mysql-server-5.1 depends on ubuntu perl package.

Thank you for taking the time to report this bug and helping to make Ubuntu better.

Lucid ships perl 5.10.1-8ubuntu2.1; however looking at the error it would appear that you are using a localised perl 5.14.0 installation in /usr/local/perl5.

This is the most likely cause of your issue as the @INC path does not include the path to the required Debconf module.

If possible please could you revert to the standard Ubuntu perl installation and try to repeat the installation.
