can't change alt-tab behaviour

Bug Description
Binary package hint: gnome-control-
I want alt-tab to move between windows immedately. That option is available with he default keybinding "<Alt>Escape". "<Alt>Tab" is bound to "move between windows with popup".
I disable the popup option and set immedate to <Alt>Tab, but it has no effect; alt-tab still uses a popup window.
I have disabled compiz.

I tried this in Natty, but it seems to confirm this problem. Actually I think that the problem is that "Move between windows immediately" does nothing, independently on which is the key bound.
Steps to reproduce:
1) Open System Settings
2) Check Keyboard Shortcuts
3) Check here that in Windows management "Move between windows inmmediately" is bound to Alt-Escape
4) Open 3 or 4 windows
5) Try Alt-Escape
What should happen? You should move across those windows
What actually happens? Nothing, Alt-ESCAPE does nothing.
