GetEmail should throw an EmailDisabledException or similar when Email.DisablePop=true to avoid confusion

Bug Description

When using the Email.DisablePOP=true option is given to TestPlan, any call to GetEmail will fail after the time out expires,
without letting the caller know that what he's trying to do is dumb and can never succeed. Better to throw an actual
exception when the EmailUtil.getNextMessageItem cannot possibly work.
