Problem opening new window at empty workspace in GNOME Shell

Bug Description

Represent this bug.

1. Go to last empty workspace.
2. Open Synapse.
3. Open any window by synapse(ex: type writer and open Libreoffice Writer).
4. New window is open at Activities Overview mode.

In GNOME 3, there is a gnome-shell and it manage number of workspace automatically.
First, it make 1 workspace at login(of course).
Second, it always keep 1 empty workspace.
Third, when there is more than 1 empty workspace, remove it and show Activities Overview mode.

The problem is happening at using Synapse in new empty workspace(not happen at when there is only one workspace).
When there is Synapse window, it is not empty, so nothing happened.
After I enter keyword and Synapse find something and I hit enter, Synapse disappeared.
In that time, there's nothing at workspace, so gnome-shell go to Activities Overview mode.
But Synapse is calling another program, so new window is appeared.
But new window is appear at Activities Overview mode, not normal desktop.
