weather indicator won't start with LC_ALL=POSIX

Bug Description

Binary package hint: indicator-weather

I run with:
  LC_ALL=POSIX
  LANG=en_US.UTF-8

I get:
[~]% indicator-weather
Traceback (most recent call last):
  File "/usr/bin/indicator-weather", line 1724, in <module>
    locale_name = locale.getlocale()[0].split('_')[0]
AttributeError: 'NoneType' object has no attribute 'split'

If I unset LC_ALL, it starts normally.
