Bug Description
Steps to reproduce:
1) Go to https:/
2) In the parent picker, choose debian testing
3) Under architecture, where we should see the architectures available for the parent, it shows "No architectures to select from yet!", and under "Package sets to copy from parent" it shows "No package sets to select from yet!".
4) Click on "Initialise series"
5) Launchpad allows it and displays: "The initialization of The Series has been scheduled and should run shortly."
When Julian ran the scripts to initialize the series, it failed.

<bigjools> the page was really only designed to inherit from distros hosted fully in LP
<bigjools> we need to fix the vocabulary I think
<Ursinha> so it shouldn't allow to derive from distros other than these?

<bigjools> setting up Ubuntu as a derivative of Debian is a special case
