Bug Description
Steps to reproduce:
1) Go to https:/
2) You'll see, below "Upstream packaging": "3661 source packages are linked to registered upstream projects. -3661 need linking."
3) Click on "Needs upstream linking"
4) You'll see, in the top of the list, that there are 263 packages.
