Running tests does not work on Windows

Bug Description

FFC uses "commands.getstatusoutput" many places in the test scripts, but this command is not supported on Windows. The attached patch replaces "commands.getstatusoutput" by "get_status_output" from "instant.output". It also fixes a few other issues on Windows.

Jag har varit på Legoland en vecka och försöker komma ikapp med
email... Är detta fixat?
