NetworkManager does not work properly with two users

Bug Description

 I have two users who use NetworkManager to manage the connections. When the first user logs in, the network works fine (this user defines a wifi connection, not shared), Then, if I click on "Switch user" to log in as the second user, the network manager applet does not start. This has the undesirable side effect that if the first user then logs out, the second user losses the network connection (even if he has previously defined its own not shared wifi connection).
 All in all, I think that the problem comes from the fact that the NetworkManager applet cannot be started simultaneously by two users, which is really a problem in desktop systems shared by several users.

 The problem is always reproducible:

 1) Log in as user1
 2) Log in as user2, the NetworkManager applet is not started.

 I am using

 Versión: 9 (isadora)
 Edición: Gnome 32-bit
