Hello André, thank you for taking the time to file this bug report and help us make Ubuntu better!
It looks like cobbler- web.postinst does an 'a2enmod wsgi' but does not depend on libapache2- mod-wsgi, or anything that subsequently depends on it. The only thing in the package that depends on libapache2-mod-wsgi is cobbler, which is actually not required to make cobbler-web work.
