maybe missed dependency? is unetbootin-win-549.exe from the main page static builded?

Yes, it is statically built (if there were a missing dependency, it wouldn't have started at all). I'm not really sure what the issue could be, but Is your Windows 64-bit or 32-bit? Also, do you still encounter the same issue when using an older version ( http://sourceforge.net/projects/unetbootin/files/UNetbootin/ ) ?

i have installed debian simply using dd + netinstall
