Help says Page Not Found

Bug Description

Kupfer v206
Yelp 3.0.0
Ubuntu 11.04

If I press Help button in Preferences or Help item in indicator it opens Yelp window with text:
    Page Not Found
    The page ‘index’ was not found in the document ‘ghelp:kupfer’.
The same message if open All Documents in yelp's Go menu and click Kupfer Manual.

Command line:
$ yelp /usr/share/gnome/help/kupfer/C/index.page
I/O warning : failed to load external entity "/usr/share/gnome/help/kupfer/C/legal.xml"
/usr/share/gnome/help/kupfer/C/index.page:18: element include: XInclude error : could not load /usr/share/gnome/help/kupfer/C/legal.xml, and no fallback was found

And text in Yelp window:
    Page Not Found
    The page ‘/index.page’ was not found in the document ‘file:///usr/share/gnome/help/kupfer/C’.
But it is there.
Any other pages (for example, generalusage.page) can be opened from command line, but they're not have back link to index.

Thanks for reporting bugs in Kupfer. Haven't looked at this yet.

This is because of the following line in index.page file:
<include href="legal.xml" xmlns="http://www.w3.org/2001/XInclude" />

Commenting out the string makes yelp happy, but it's just a workaround.
