Bug Description
Portadmin has a pre-set authorization scheme that only allows NAV admins to change vlan for all switch ports. Ordinary users may only change the vlans that are of the same organization as they belong to. This is a very sensible setup for larger campus networks (although it requires that NAV recommended router interface description guidelines are adopted).
For smaller institutions there is typically only one central IT department that does all this work. For them they are better off if this authorization restriction is turned off.
We suggest a config parameter that can turn the authorization option on/off.
Also we would like to see the metqanav wiki page updated to explain this.
