Justification: breaks unrelated software

Sarge is standardizing on libmysqclient10 for libraries as linking in both
libmysqlclient12 and libmysqclient10 to an application causes segmentation
faults. Please update the build-dep to libmysqlclient10-dev until sarge
is released.

Hmm...do we need to do anything about libmysqlclient10 vs. 12? My understanding
is that the only reason they still exist is because the license changed. This
probably needs some investigation; it would be nice to be able to get rid of v10

The problem is that because it is a shared object, it could be loaded into a
process which also has libmysqlclient12

The only packages remaining in warty/main that use libmysqlclient12 are
delivered from the same source package.
