Binary package hint: ubuntu-dev-tools
quilt & debhelper are needed for building so many packages that ubuntu-dev-tools might as well just pull them in so we don't have to fetch them separately. Ideally, installing this package should mean you're ready to work on the vast majority of packages, and adding this recommends would help that.

I'm not entirely convinced about this change. There aren't parts of ubuntu-dev-tools that function any better with either of these two packages installed.
If we want to make it easy to get a packaging environment, we should either massively improve setup-packaging -environment or add a meta-package like ubuntu- dev-essential (or even better, something non-ubuntu- specific) .
