Bug Description
cmd_submit_results sometimes seems to hang when trying to transmit results back up to the server. This, I think, is because the transmission is happening before the server portion starts listening on the port. I added a 60 second delay which seems to work around it most of the time, so I believe it's just racing. Need to find a different way of doing this, or block the transmission until we are ready to receive.
