11.04 armel OMAP4, system configuration keeps coming up when trying to log in, even if it is already configured

Bug Description

I put a brand new 11.04 image onto a memory card. I put the memory card into my Panda board. It resizes itself, and then boots up into a system configuration dialog. I add my new user, keyboard layout, language, time zone, computer name, ... and hit OK. It then reboots, and when it should go into the login dialog, it goes back into the system configuration. When system configuration runs, my previously selected fields are already there. When it gets to the end where I create a new user and name for the computer, it does not allow me to go on (the forward button is dimmed). This has happened twice - the second time I was able to get it to go away by rebooting a few times. Now it does not go away.

oem-config is the name of the process that is running that is stuck.

I have experienced the same problems now with both 11.04 and 11.10 for omap4 pandaboard.
