IPE cannot be executed from launcher

Bug Description

Binary package hint: ipe

Firstly, IPE doesn't appear in application lens or the dash.
When it is started (either by terminal or by finding the IPE executable) it appears in the launcher. Right-clicking "keep in launcher", keeps the icon here once IPE is closed.

However, the IPE launcher icon cannot start IPE (it flashes for a while instead).

This can be solved (for me) by creating a shortcut for IPE (which does not have one*) in /usr/share/applications/ and then appending it to the list of application displayed for the Unity launcher. *is this the reason for the bug?
