Dvbcut seems to be developed just for Mpeg2 transport streams.

Tested a file which "mediainfo" identifies as following:
  Format : MPEG-TS
  Format : AVC
  Format/Info : Advanced Video Codec
  Codec ID : 27
  Width : 1 280 pixels
  Height : 720 pixels

Current version of dvbcut gives for this file:
  Invalid MPEG file - dvbcut
The chosen file ... does not contain any video

As upstream development has stopped,
and a upstream bug report exists,
this bug should probably be closed as Won't fix.
