Menu bars are hidden by default, leaving the top bar empty and unused, and lowering usability as it is not clear that any menus exist

Bug Description
It does not seem sensible to keep the menu bar hidden except when the cursor is over it. This makes it both harder to realize a menu bar exists, and also makes it harder to aim at the right menu entry, as it is invisible.
Somewhat relatedly, if a window is maximized and then un-maximized, the menu bar is locked in place for a while for some reason. I guess this is a bug, but it actually represents what seems to be a more sensible default behaviour.

This is not a duplicate of bug 682788, which is about where menus appear on large screens, not about their default visibility. If the "desired change" described there was implemented, this bug would not be fixed.
