docdir doesn't get PACKAGE_TARNAME

Bug Description
After recent build updates (revno 1227 & 1228), docdir in Makefile winds up being (by default):
docdir = ${datarootdir}
But PACKAGE_TARNAME is not defined (so the README, etc., get installed to, for instance, /usr/local/share/ instead of /usr/local/
A patch to fix that is attached.
