Bug Description

Re-approval task bug.
This bug will be used to track the progress of the re-approval,
and make sure that every team gets the needed follow-through.
This bug will also allow us to keep a record of who was approved
and re-approved when. Please keep in mind the only people who should
be subscribed are the LoCo Council, and the team Contact. This bug will
also be kept private, for council use.

Jim Fisher is the new Team Contact at US-Pennsylvania. I have added him to this bug.

Jim can address this better than me, but I think that the team is not pursuing reapproval until it can generate forward momentum again. I say at this time, because I feel the team will in the future move towards being an approved team.

I have been tied up with personal and professional obligations which have taken me to a place where I have not been able to do what I Team Contact is supposed to do. The reason for the apathy rests largely on my shoulders, and I should have recognized it before now, so I have to be the one to take responsibility for the degradation of the team from what it was.

The reorganization of this team will take some time, but I think that Jim can motivate the team and encourage new events and initiatives that will make this team an effective and valuable part of the Approved LoCo ecosphere.
