Can't log as root after cancel New User step.

Bug Description

When testing a normal installation of "Warty Warthog",
I have cancelled New User step as I've done with debian by the past.
Once I've finished install, without any warning about this, I can't log into the
system because root doens't have any password but can't also log into system.

Three ways:
- We can cancel this step and the next will be to set root password (with
warnings, etc.),
- We permit root user to login with no password,
- We must add non-priviligied user before continuing.

Colin, can something be done about this for Hoary? We shouldn't let the user
shoot themselves in the foot this way, at least not in non-expert mode

This has been fixed in Hoary by moving the initial user question to the first
stage, where there's a "Go Back" button instead of "Cancel", so you can't shoot
yourself in the foot this way without trying harder. In expert mode, you can set
a root password and you can opt not to create an initial unprivileged user.

You shouldnt be logging in as root. It is neither necessary nor advised by the Ubuntu community. Log in as your user and use sudo.
