Bug Description
If the pbserver is down, datastore API calls should return failures. Need to see what the failures are on GAE and make them the same on AppScale. See the capabilities sample app for the use case - basically just a put and a get. It returns the same thing whether or not the pbserver is up or down - clearly this should not be the case.
