power management does not shut down system when ups is low/critical

Bug Description
Binary package hint: gnome-power-manager
I have set it to shut down when UPS is low and also to shut down when UPS is critically low. When on UPS power, the battery discharges. There is a notification that UPS is critically low, but it does not attempt to shut down. Then UPS battery dies and the system abruptly turns off too.
I suspect that the reason bight be that it monitors time until battery empties, instead of monitoring percentage of battery charge. It seems that the time to empty is incorrect, while percentage is correct.

What you expected to happen: When UPS power is low/critically low, the system should take action based on the power preferences (either hibernate or shut down)
What actually happened: UPS power gets low/critically low and no action is taken.
The minimal series of steps necessary to make it happen, where step 1 is "start the program".
1. Power Management Preferences|On UPS Power|When Power is low/critically low|Shut down
2. Pull the plug so that system runs on UPS power
3. Wait until UPS power is low
