Operator in filter properties cannot be changed

Bug Description

Binary package hint: synaptic

Ubuntu 11.04 (German)
synaptic 0.75.1ubuntu2

Create a filter and set the operator in the filter properties to 'contains' in German 'Enthält' and hit o.k. Open the filter, the setting of the operator is not assumed. It is always 'doesn't contain' in German 'Enthält nicht'. May be the English terms aren't right

The same in Debian for quite a long time (synaptic 0.75.11)
Surprisingly, in /root/.synaptic/filters you will find the correct operators. However, it seems they are neither displayed nor interpreted correctly.

The same bug is reported at http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=724709 last month.
It is strange that this bug is still in effect for more than 2 years.
