Nonlocalizable strings: language support

Bug Description

When setting regional formats (date, etc.) system-wide, authentication dialog just below the title bar says:
"System policy prevented ..."

This string currently appears to be non-localizable.

P.S. Could be in language support itself, or in policykit, i don't have time to verify...
