Wallpaper doesn't use dconf/gsettings

Bug Description
I don't know why, but wallpaper is not using gsettings, but a keyfile in .config/wallpaper. It is slow and unpratical, not standard with the gnome desktop. So, if you change wallpaper background, nautilus background will not be changed, etc... it is stored in org.gnome.

What's worse, when migrating to Wallpaper, it shows black screen instead of your previous wallpaper from GNOME. Ugh.
