I expected update-manager to run normally and update my machine. Instead, I cannot access any of my package information files, and I cannot use apport to get any info about the package or the bug.

Try running this and see if it corrects the problem:

sudo rm /var/lib/apt/lists/us.archive.ubuntu.com_ubuntu_dists_natty_restricted_binary-i386_Packages
