This is so obviously not a bug in APT. It's a packaging request for Ubuntu. There are guidelines for it IIRC, but I can't remember them right now.

Sorry about putting it under APT, launch pad would not accept a bug report without a package name.

"To get a package into Ubuntu, please file a bug in Launchpad and make sure it has the tag needs-packaging."

Yes, the Canonical server's will automatically copy packages from Debian unstable to Ubuntu's repositories until Debian Import Freeze (DIF), which is June 20th for Saucy. I do not know how often the copy script is run but hopefully it happens well before the DIF. If it does not happen, manual action is needed, please see https://wiki.ubuntu.com/UbuntuDevelopment/NewPackages#Requesting_a_new_package_for_Ubuntu for more details.

This requires XULRunner, which isn't Ubuntu. Marking this as Won't Fix accordingly.
