Bug Description
I cannot add a new competency type. I keep adding the Name and Competency Type, confirming, and then when I hit save it says 'there are problems with the data you entered, invalid fields are in red.' See screenshot.

I cannot reproduce this bug in version 4.0.12. It may be due to the server on which iHRIS is running.
