Bug Description
If Internet connection is not available -- as with secured WiFi access -- the applet doesn't start. In effect the autostart option is ineffective and I have to run it manually once I connect.
It should start anyway but use cached/last or no data.

You need to handle this situation and wait until an internet connection be available to get weather data from internet and refresh the applet.
