Invert scroll direction on time field in new event dialog

In the new Event dialog there is a time field. If you scroll down on this field, the time increases (because 10:30 is the next item in the list after 10:00), scroll up decreases the time. Here the scroll direction should be inverted, because a scroll down means decreasing and vice versa

The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the stable release - Oneiric Ocelot.
