Bug Description
Binary package hint: window-
After happy using Window Picker applet for a couple years, upon upgrading to Ubuntu 11.04, I found that the Window Picker applet no longer appears in the list of applets available to be added to the panel.

I had the same problem. Installing the package gnome-panel-bonobo seemed to fix it.
