Bug Description
When the new python-based publish-ftpmaster detects that a distroseries still needs its indexes created, it runs publish-distro -A on all of the series' suites and then marks the job as done for the entire series.
Julian informs me it would be more helpful to generate indexes for each suite separately, and track completion separately. The current Ubuntu release lumps them all together, but merely for convenience.
