cannot make keyboard layout global/system-wide

Bug Description
Binary package hint: gnome-control-
Changed default keyboard layout to Dvorak, but I can't set this layout as default for all users in Ubuntu 12.04 and 11.10 :(
In previous Ubuntu versions I could set keyboard layuot system wide by pressing 'Apply System-Wide' button in control-center

Also, in 11.04 (Gnome, classic no effects) assigning caps lock only to switch between DK and US keyboard layout works only if you wait about 500-1000 ms after pressing the caps lock key.
In 10.10 this switch of layout was instant. Seems to be instant if shortcut key is e.g. alt + caps lock.
