Add udev rule for Genius F509

This device (lsusb):

Bus 001 Device 006: ID 172f:0038 Waltop International Corp. Genius G-Pen F509

works with wizardpen driver too. Only it is needed to add

ENV{ID_VENDOR_ID}=="172f", ENV{ID_MODEL_ID}=="0038", ENV{x11_driver}="wizardpen"

to the wizardpen.rules file...

I've commit it to trunk, hopefully it'll work well next time. If you can get a list of waltop tablets then we can add them all.
