Size of files downloaded different from files selected

Bug Description
I selected only a few files from the total list of files available to download and the summary at the bottom indicated 7MB of data will be downloaded. When I clicked on the Install Updates button the downloaded started to download about 30MB of files, files that I have not selected to download.
