 I don't know how or when that page is updated regarding remved packages
 but:

  http://packages.debian.org/cgi-bin/search_packages.pl?keywords=doc%2B%2B&searchon=names&subword=1&version=all&release=all

  http://ftp-master.debian.org/removals.txt

  show that the package has been removed.

it available for download. For me that's only the installed and stable
version showing.
