Thank you for taking the time to report this bug and helping to make Ubuntu better.

It would appear that another process had locked /var/cache/debconf/config.dat when you tried to upgrade your system.

fuser -v /var/cache/debconf/config.dat will return the locking process if any - try killing it and try performing the upgrade again.

Most often, this is only a transient situation and fuser will return nothing. Simply performing the update again should solve this issue.

fuser displayed nothing, so I tried |"sudo apt-get update && sudo
apt-get upgrade" with the same result.

James, I hope you get this because I can't log on to reply to you. I've
only used Lauchpad when there was a bug. Logged on with email and
pswd; however it appears not to work in response to a thread.

The problem remains the same. Can't upgrade.
