Explanation of the Ubuntu delta and why it can be dropped:
Debian package now depends from liblo-dev and not anymore from liblo0-dev

  * Fix copyright-without-copyright-notice
  * debian/rules:
    - Re-introduce CFLAGS as previously set, add --as-needed linking flag.
  * debian/patches/compiler_warnings.patch:
    - Fix a missing-header-warning.
    - Remove a unused static variable.
  * debian/patches/linking_order.patch:
    - Fix linking order to properly set LDFLAGS.
  * Add gbp config file.
