Please sync dirmngr 1.1.0-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
The FTBFS patch is now also in debian, so we can sync.

  * New upstream release
  * Updated build dependency on libassuan (closes: #614522)
  * Changed source format to 3.0 (quilt)
  * Updated standards version
  * Removed definition of LDAP_DEPRECATED; upstream now does this
  * Added -llber to link line, because binutils-gold no longer gets it
    through -lldap (closes: #554497)
