Bug Description
qa-tagger is failing to show all bugs fixed by a commit. The problem is that the logic in get_fixed_bugtasks is wrong: if a commit has a branch with linked bugs plus mentioned bugs not linked to the branch, it ignores the mentioned bugs when finding linked ones.
