menu item has incorrect tooltip

Bug Description
Please observe the top menu, hover over second and third icon from the right side and see their tooltips. They both read "Show window to customize the editor (F12)" but only one of them actually shows the same window that pops up after pressing F12.
It's confusing, I never know which one is which and which of the two I want to press, I think that those two icons initiate different actions and therefore should have different tooltips.
