Bug Description

Usability bug: because of global menu clicking window top bar doesn't allow unmaximising windows.
Use case:
- user wants to maximise window - double clicks the window top bar, windows is maximising
- user changes his mind, tries to double click the window top bar again - instead he clicks the menu that appears out of nowhere,
- user is very confused.

such type of problem is also with me when i maximize the windows it works and if i want to come on short screen by clicking on window top bar it dosnt work
