Binary package hint: gnome-bluetooth
This is a long-standing bug, since Karmic or so, and still present in Natty.
When pairing with a new device that needs a specific PIN (in my case, it is a Nonin 9650 oximeter), I choose PIN Options, choose Custom PIN and type the number of the needed PIN. Sometimes it works, but sometimes it insists on choosing a random PIN, which won't work with Nonin because it does not have a keyboard at all.
Sometimes the bluetooth-applet does the right thing 66% of the time, but sometimes it simplly won't go with fixed PIN, even trying several times, so I am forced to use simple-agent script from BlueZ source. There is some "statistical" or "random" component in this behavior.
Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the stable release - Oneiric Ocelot.
