Allow multiple "To:" recipients on email-in and distribution lists

Currently if you do email-in to multiple communities via To: on the email, only one is selected. Ensure you can send a single email to multiple communities. This applies also to the distribution list feature.

I just tried a mail to 2 communities and it worked! I'm now going to try an email to a larger list of communities. If that works, then I think we're good to go.

OK, just tested a few more times, with up to 10 communities at a time and everything worked. I also tested by mixing in email addresses to communities where I am not a member and those emails were dropped as expected. Looks like this one is ready!
