scrollhandle overlays other apps when a screen is "locked down"

Nautilus "hung" due to a huge copy-paste. This invokes the effect that the "hanging" application greys out, untill it becomes respondent again. **This is not the problem itself**

The new scrollhandle of such a "not responding" window keeps on top of all other applications. See screenshot for an example.

Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the stable release - Oneiric Ocelot.
